The most important planning fact about Palm Jebel Ali is not a price or a villa type. It is that the island does not open all at once.
Nakheel has confirmed the island will not open on a single handover date. Nakheel scheduled the first phased handovers for late 2026 through 2027.
Where the island actually stands
| Fronds | Homes | Status |
|---|---|---|
| K to P | 728 villas reported in finishing by Nakheel in August 2026 | In internal and external finishing; the lead handover cohort |
| A to F | 544 villas | Contracts awarded April 2026; completion targeted Q4 2028 |
| All twelve residential fronds | — | Over AED 13 billion in construction and infrastructure contracts awarded |
The island was relaunched in 2023 after a long dormant period, and the August 2026 release of a limited collection of 44 beachfront villas on Frond F shows the sales programme running ahead of the construction programme on later fronds. That gap is normal for a phased development, but it is the reason an owner on an early frond and an owner on a late frond are buying genuinely different things.
If you are on an early frond
Handover in late 2026 or 2027 means you will live next to construction for years. That is not a temporary inconvenience to be endured; it is a condition to design around.
- Orient outdoor rooms away from active works. A terrace facing a frond still under construction will collect dust and noise for the duration. If you have any choice in the layout of external space, use it.
- Specify filtration. Construction dust is fine and pervasive. A better filtration stage on the air handling is a small cost during fit-out and a permanent benefit.
- Choose external finishes that tolerate washing. Anything that cannot be hosed down will look tired. See the corrosion guide for what survives a beachfront position regardless of the construction next door.
- Expect access restrictions. Material delivery onto an active island needs planning. Your contractor should confirm the route, the gate and the storage before the programme is agreed.
- Accept that services may be provisional. District cooling, power and infrastructure are commissioned in stages in a phased development. Confirm what is live at your plot before scheduling the trades that depend on it.
If you are buying on a later frond
A villa completing in Q4 2028 is a different proposition. You have time, and time on a project of this scale is worth a great deal.
- Design now, in detail. Late decisions can cause overruns on a bespoke villa. With two years of runway you can resolve every detail, sample everything and freeze the design properly.
- Watch the early handovers. Earlier owners may report defects worth checking in your own inspection.
- Lock long-lead items early but do not take delivery. Specify and reserve, then sequence delivery against your actual start date. Taking delivery early means paying to store imported stone and custom joinery for a year.
- Track the masterplan. Amenities, road connections and neighbouring plots all change during a long phased build. What is promised at purchase is not always what exists at handover.
The waterfront specification is not optional
A beachfront villa here sits in the most aggressive material environment in the corridor. Salt exposure, humidity, direct sun and wind can combine, and a standard interior specification does not answer them.
The upgrades that matter are specific and not especially expensive relative to the build: 316 stainless rather than plated hardware, marine pre-treatment under powder coat on external aluminium, solution-dyed rather than piece-dyed textiles, a vapour barrier under every timber floor, and edge-sealed panel products throughout.
The cost difference between a standard and a marine-appropriate specification is a small percentage of the build. The cost difference between specifying it now and re-specifying it after two seasons of corrosion and fading is not. This is the cheapest decision you will make on the whole project, and the hardest one to reverse.
Approvals will be substantial
A villa of this scale rarely involves decoration alone. Structural modification, MEP changes, external works and pool or landscape alterations all engage both the master developer and the authority, and the sequence is fixed: the developer or landlord no-objection certificate comes first, before the fit-out permit application.
Both consultant and contractor must be Trakhees-registered. A Dubai Municipality registration alone is not acceptable for these submissions — a detail that catches owners who appoint an excellent contractor from elsewhere in the city and then find the paperwork cannot be filed. The full route is in the Trakhees guide.
